The key mistake when dealing with bureaucracy is the inability to start small and expand. Everything needs to be functional and perfect from the beginning. Instead of following any smart business model of starting small, learning from mistakes, and improving, each new venture is heavily invested without flexibility. As much as I like ideas of creating systems that are "fair and equal" to all using a centralized effort, the reality is that it just rarely works. From a pragmatic standpoint, a smaller government involvement, using soft paternalism to urge private industries to work to solve the problems that governments have typically tried to tackle, is in my opinion the best way to achieve results.
